Scott Plank


Scott Plank founded War Horse in 2010 to pursue his passion in exploring how built environments can magnify our lives and relationships.

War Horse develops a diverse range of projects, including entertainment venues and a portfolio and pipeline of over 850 apartments, 80,000 square feet of office, 150,000 square feet of retail and philanthropic public service programs driven by this philosophy. Scott began pursuing his love and curiosity for cities by studying Urban Planning at the University of Maryland, years of world traveling, and eventually financing thousands of multi-family homes at Freddie Mac from 1995 to 2000.

As Chief Financial Officer, Steve leads the financial operations for the real estate portfolio, including financial reporting, capital structure, and asset management.

He’s active in strategic planning, investment selection and capital budgeting and allocation, as well as financial controls, tax planning, information technology, and risk management.

Amy Larkin

EVP of Business Development & Marketing

Amy Larkin joined War Horse Cities in January 2019 as the EVP of Business Development and Marketing. She is responsible for the creation of long-term value for the War Horse Cities organization from customers, markets, and relationships.

Growing and maintaining strong relationships with partners, employees, the press, influencers, and the War Horse team to build a strong brand identity for both the company and the CEO.

Prior to that, Amy Larkin spent 20 years at Under Armour leading various areas of the business and brand. She played a pivotal role in driving the brand identity, philanthropy, culture, and partnership divisions throughout her career at Under Armour.

A Maryland native and graduate of the University of Maryland. She and her husband Casey reside in Phoenix, MD and have two children, AJ and Ava.

Vickie Hilditch

Vice President of Operations

In her role as Vice President of Operations, Vickie Hilditch works directly with the CEO and CFO on a variety of real estate, management, and finance projects.

Vickie also oversees human resources, payroll, cash management, attorney and advisory relations and leads the administrative team.  Additionally, Vickie plays an active role in the company’s commitment to support numerous non-profits and community building activities through War Horse Cities CDC,
Inc. and the Plank Family Foundation.

Prior to joining War Horse, she worked with a prominent Baltimore law firm for 17 years where she handled estate and trust administration, including management of trust and Foundation accounts and preparation of estate tax returns.  Vickie also worked closely with clients assisting with managing personal day-to-day transactions and cash management.
